Take the elevators to the 11th floor as previously advised. Once you get off the elevator, the entrance to go up to the observation deck should be obvious. Right before the entrance desk is an exit to the right. If you go in the exit and walk along the glass windows PAST all the capsule vending machines, you'll eventually come to the penny machines on the left just beyond a caricature of the Kyoto Tower.
We asked about the machines at the desk, and the folks there happily showed us to the machine without charging us an entrance fee for the tower.
Machine 3: is available at the tower's exit without any admission fee.:
1) Tower,

3) Tower in front of Mount Fuji.
Token Machine 1 is available at the tower's exit without any admission fee. Price is 600-700 yen each:
1) 'Stitch 626', Stitch on the left of the tower holding it/ Rear- 'Koyoto', Stitch ears over name over Japanese writing. (Brass color)
2) 'Mickey Mouse', on the left of the tower looking left/ Rear- 'Koyoto', Mickey ears over name over Japanese writing (Brass color)
3) 'Minnie Mouse', on the right of the tower, Rear- 'Koyoto', Minnie ears over name over Japanese writing. (Brass color)
4) 'Souvenir of Koyoto Tower' around the top of the tower/ Rear- Tower with Japanese writing, (Steel color)
5) 'Souvenir of Koyoto Tower' around the top of the tower/ Rear- Tower with Japanese writing, (Brass color)
Token Machine 2: is available at the tower's exit without any admission fee. (Duplicate of token machine 3)

\12/13/24 Kyoto Tower is under new management now, and they got rid of both machines 1 and 2. Machine 1 and machine 2 are retired.
Machine 3 and 2 token machines are available at the exit of the tower without any admission fee.
There are 2 token machines on the observation deck of the tower which requires admission.
